Virtual Business Opportunity Session (VBOS)

In collaboration with the Office of Construction and Facilities Management (CFM), the Office of Small and Disadvantaged Business Utilization (OSDBU), Direct Access Program (DAP) will host a Virtual Business Opportunity Session (VBOS). This VBOS is a precursor to explore expressions of interest for a construction contract at Massachusetts National Cemetery (MNC). The estimated dollar value of this procurement opportunity is between $20M - $50M. This VBOS entails a Pre-Proposal Conference for the MNC solicitation. The VBOS occurs after the solicitation is issued. Issuance of the solicitation is anticipated to occur sometime in June 2020.

CFM strongly encourages Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) with operations related to the business sector and NAICS indicated to attend this VBOS and consider submitting a proposal after reviewing the solicitation.

Firms in other socio-economic categories (e.g. Women-Owned, HUBZone, 8(a), etc.) are also encouraged to attend this VBOS.

The purpose of this project is to enable an existing national cemetery to continue to provide burial services for eligible Veterans in Bourne, Massachusetts. The Massachusetts National Cemetery is in Barnstable County on Cape Cod, approximately 65 miles southeast of Boston and adjacent to Otis National Guard Base. The cemetery consists of 749 acres of land donated by the Commonwealth of Massachusetts.

This acquisition will be solicited as a tiered evaluation for SDVOSB concerns; in the alternative a tiered evaluation for VOSB concerns; or in the alternative a set-aside for other small business concerns with HUBZone small business concerns and 8(a) firms having priority, or in the alternative, proceed to the large business tier.

The expansion entails construction of:

· Pre-placed crypts

· In-ground cremains areas

· A Columbarium court

· Roadway expansion and improvements

· Building renovations

· Utilities

· Irrigation including a well

· Landscaping

· Global Positioning System/Geographical Information System (GPS/GIS)

· Utilities and signage in support of the expansion area
